: Ralph Read's comments regarding Mossman (Federal District Judge) opinion that dismissed Read's Federal Civil Rights Complaint:

: 1) Mossman used documents which were alleged to be falsified, and made no effort to determine if they had been falsified. Example: he accepts the claim that Read had requested reactivation of his inactive license-- Read did NOT request reactivation and there was thus no reason to issue an OFE (order for evaluation).
: More important, Mossman did not recognize that the only issue ever involved was the prior arrest of Dr.Read by Portland Police= although this had been investigated, the FACT that the arrest was considered a serious violation of medical ethics was concealed... That complaint indicates that the OFE was a sham- because no evaluation done without knowledge that there was a serious ethical complaint would eliminate that complaint.
: Mossman did not recognize that the named private company did NOT provide any of the evaluations ordered by the Oregon Medical Board (OMB).
: So the Order was impossible, was unnecessary, and as long as the arrest complaint remained secret, nothing else really was important. Why delay revealing the arrest complaint?? One reason might be that the sham OFE was easier to prosecute than a false complaint related to an arrest that led to charges that were dismissed by a real judge in a real court.
: Federal judges usually receive complaints that are vague as to details- when all the details of malicious activities by Medical Board lawyers are considered, it might seem "partially incoherent", because literally every element involved sham and fabrication by OMB lawyers and personnel.
: Mossman did not realize Oregon State law does NOT require any specific amount of "activity" with regard to renewal of a medical license- that idea might be a good one, but using it was a sham because the OMB had routinely refused to make requirements for license renewal (as most other States do).
: Mossman did not seem to recognize that all the actions complained of had occurred before any OMB JUDGE was involved, and that the ALJ lacked jurisdiction to initiate a NEW complaint after the hearing on the actual complaints was completed. As an ALJ, she was not liable for falsifying testimony, or deleting it... but the individual responsible for falsifying the case record provided to the Oregon Court of Appeals was not proven, nor alleged by defendants.
: Mossman seemed more interested in finding reasons to dismiss the case than in recognizing the truth of the various allegations. The "reasons" he found included the lies that the complaint alleges were violations of his civil rights!
